I have recently had my hard drive reformatted to deal with a virus. Everything functions as normal except no usb devices work. This is because there are no usb controllers, they are normally visible in device manager. Any ideas

Did you reinstall the drivers for your motherboard?
My recent motherboards (Asus, shuttle. nvidia chipset on both) support sites
have usually advised installing windows service pack prior to installing
motherboard drivers..

I'm assuming you reloaded Windows XP. If so, install Windows XP service pack
