If you do not want to install SP4, I recommend that you install the Intel
Chipset drivers for your laptop. Here is the page for Pentium IV-M specific
drivers at the Intel website:

These do not include a USB driver, but they do include an enhanced ide
controller driver for Windows 2000 which you should install.
The Intel website will have chipset drivers if you can identify the chipset
on your motherboard and I am sure that is what you need to install to make
USB 2.0 work, if SP4 is not installed in your laptop.
