USB causes shutdown

I have a new laptop that is running XP Home that has 2
USB ports. I have a Logitech mouse in one and it works
fine but when I plug anything else in either port then
the system shuts down and reboots. I've tried changing
ports, changing hardware such as camera's and floppy
drives, but it doesn't change the outcome. The only thing
that seems to work in either port is the mouse. I have
found no conflicts in the device manager. If you know of
anything that I could do to change it or find the problem
it would be very much appreciated. I have also downloaded
the service pack for XP home and that didn't seem to
help. Thank you in advance.
 
Is this a blue screen (OS crash?)
Disable automatic restart. Do you see a blue screen when this occurs?
