USB 2.o Pronblem/Hard Drive Never Stops Truning

I have a problem with my USB hard drive always turning
even when it is not in use. I've check power managemnet
and it is configured correctly. I'm using Windows 2000.
I ran accross Microsoft Knowledge Base Article -
820759...which I have similar indications. So, how does
one obtain the fix? Thank you

Win2K issues SCSI spin-up/down commands to manager power. It is expected the
IDE driver or USB-IDE bridge chip will turn this into the proper IDE command.
Many don't.

The only way to test this is write a utility to issue the commands to
\\.\PhysicalDriveN and see if they work.
