USB 2 controller for laptop

I have just bought a One Touch external HDD and want to run
this on my Toshiba Satellite 5000 laptop. The HDD has USB
2 and the laptop has built in USB 1.1. Is there such a
thing as a USB 2 controller that plugs into a PC card slot
or any other way of having my laptop read at USB 2 speed?
