I have recently installed SP1. Where (if anywhere) can I find out if
USB 2.0 is enabled?

If you have USB 2.0 hardware, it should be active. Check your system specs.
In Device Mangager, expand the USB Controller entry, look for a USB 2.0 root
hub or similar
