You have to add a 2.0 USB card. It is not just a software upgrade. Cards

for the pc cost about $30 bucks, but for the laptop I don't know. Later on.

What is the "rough cost"? Well, the price of a new laptop

Yes you can. Usually by installing a USB 2.0 card via a PCMCIA slot adapter.

I don't think you could upgrade the built in ones very
easily. If you want a quick fix, get a USB 2.0 PCMCIA
card and install that. You should be able to find one for
about $30.
