USB 2.0 HDD External Box

Hello,

Can anyone please help me. I have bought an external USB 2.0 HDD Box
to extract data from my old hard drive (that was previously in my old
dell latitude laptop). However when I connect the external box to my
laptop via the USB Cable, nothing happens. (the USB cable has two ends
and I am not really sure why?).
The control light does not turn on; My pc does not recognize the
device.
My OS is Windows XP and according to the instructions I do not need
anything installed.

Three possibilities: First, is the USB external HD turned on? Second,
does the USB external HD need to connect through a powered hub? Or,
third, the USB port in the laptop is inactive or broken. What are the
indications from Device Manager? Any notations in Event Viewer?

The purpose of the two ended cable, is to get a total of 5V at 1 ampere of
current for the drive. Each USB connector is rated for 5V @ 500 milliamps.
By using two connectors, the currents are added together. (Or at least
that is the theory.) Connect both of the two ends, to the laptop, like this.

Laptop USB <--->USB---+--------------Enclosure
USB <--->USB--/

Recheck the seating of the drive, and check the instructions again, for
any details of how the drive is supposed to be connected. If you want
further help, post the URL that points to the enclosure and its
downloadable manual. That will allow someone to look at the instructions
for any issues that may come up.
