I have tried many times to fix this problem. When
Synchronising pages to view offline it says error
downloading URL. I am running windows xp explorer 6.

Does it tell you which URL failed to download (the web page for it)?
Check which of your shortcuts under Favorites are configured to enable
downloading for offline viewing. Maybe the shortcut you have in your
Favorites is no longer valid, so you are trying to synchronize the web
page content for a web page that no longer exists, the path to it has
changed at the web site, or that web site is not reachable (server is
down, path to it is dead, missing or bad DNS record, whatever).
 
all my favourites failed, I ever tried going to the sites
and re saving but that didn't work. all are enabled for
offline viewing, should I reinstall explorer??
