What is the full URL of this group? I want to send it to a friend on
Win XP Home. Is there perhaps an index of Win Groups I can send her?

If you or your friend are using Microsoft's web interface, the URL is:
http://tinyurl.com/yk8jzm

and a full list of newsgroups is at:
http://www.microsoft.com/communities/newsgroups/default.mspx.

However, the regulars here know that a *real* newsreader is much more
convenient than that clunky web interface. Outlook Express is a fine
newsreader for these groups. To open this newsgroup directly in Outlook
Express, just click on this link:
news://microsoft.public.windiwsxp.customize

To explore all the Microsoft newsgroups in Outlook Express, go to Tools
- Accounts - Add a news account. The server name is:
msnews.microsoft.com

is the RFC-conformant URL of this newsgroup.

But I don't think that's the question you actually meant to ask.

If that works, even with your "windiws" typo corrected, then OE is
wrong (no surprise there).

Newsgroup-type URLs don't contain slashes if they don't specify a
host.
