URGENT: Password Change Problem

Hi

We're having some serious problems with 150 Windows 95/98 clients unable to
change their passwords.
Users are prompted to change their passwords, when they try and change them
they get an error message saying "No domain server was available to
authenticate, some domain services will be unavailable". If they log on to a
Windows 2000 machine it works fine and they can change their passwords.

The only thing that has changed on the network lately is that we installed
two new DC's into the current single domain structure and then moved the
FSMO roles from the old DC's to the new ones. This also included WINS,
however WINS seems to be working fine, the clients in question can resolve
names and are in the WINS database.

Please help as I'm getting a grilling.

DNS and WINS is installed ok.
I think I've found the problem though, the Special Group "SELF" and
"Authenticated Users" have an option for Change Password, however the rights
in the ACL didn't have anything ticked in the Allow or Deny. So I ticked the
Allow and that seems to have rectified the problem. What worries me is how
has this suddenly happened after working for years. Can you think of any
reason?
My plan is now to make another OU and move all the users to the new OU with
the appropriate rights, can you foresee a problem with that. Currently all
the users are still in the default User Container and we don't use GPO's.
