URGENT: Need HotFix Listed

I just reinstalled SP2 today on WinXP Home, and my device manager is blank.
This fits perfectly with the problem listed:
http://support.microsoft.com/?kbid=893249

For some reason MS doesn't allow you to download the hotfix.

Can someone please send me this hotfix!

You can either reply to this post with a download link, or send it directly
to me at (e-mail address removed)

I appreciate any help you can give me.

If that Hotfix does relate to your problem, the article says to contact
Microsoft. Have you tried that yet?

I tried, but then I found out I'd have to pay for the support. Is this wrong?
I don't see why I should have to pay just to get a hotfix. Why isn't it just
availabe online to download anyway?!

That applies to all that type of Hotfix, although MS really ought to put it
a more prominently.

OK, what am I missing? I've reread the article several times but I'm not
seeing any newfound revelations. Also, hoping I might have the Fixccs.exe
file buried someone on my computer, I did a search for it, but it came up
with nothing.

If I'm missing something, can someone please fill me in?

This is the part of the article that you seem to have missed:

Note In special cases, charges that are ordinarily incurred for
support calls may be canceled if a Microsoft Support Professional
determines that a specific update will resolve your problem. The usual
support costs will apply to additional support questions and issues
that do not qualify for the specific update in question.
******

In other words if you have the *exact* problem described in the
article then the charges will be waived and you will get the hotfix.

But if you have a different problem, even slightly different, from the
one that is described in the article; or if you digress into other
support questions or problems then you will be charged for the call.

Hope this clarifies the situation.
