I've seen this a number of times recently when the person did not have a UPS
(uninterruptible power supply, battery backup) unit. In this case, if you
are not plugged into a battery backup unit, right-click the My Computer
icon, then left-click on Manage. In the left pane, click the Plus sign next
to Services and Applications. Click on Services. In the right pane, scroll
down until you locate the Uninterruptible Power Supply Service.
Double-click on it. Click the Stop button to stop the service. Then in the
Startup Type box, select Disabled. Click okay and you should be all set.
