I am connected to the remote server. I copy the changed files over but they
don't publish, seems that they just go off into thin air. What to do?

I mean selected a file and click the arrow to move it over or copy it
overwrite the existing file on the remote server.

Have you tried File Menu | Publish Site ?

Port 21 is used for FTP
Are you publishing using FTP as per

went thru the entire link and made sure of the settings - still goes into
thin air. I downloaded a trial of Ipswitch WS_ftp home and had no problems
transfering files at all, so where is the problem with Frontpage, the server
or me?

The FP FTP program does not work as well as a third party version, such as
WS_ftp home.
