I'm new to movie maker and wondered if I have to upload video from my digital
video camera at real-time, or if there is an option to decrease the time and
maintain the quality.

Nope. Captures at real time. Doesn't really matter if you could slow it
down, the type of connection you are using and your system configuration is
going to affect the quality of the captured video. For example: firewire
will give better quality than a USB capture, and the more memory and faster
processor you have, the better.
