When I uploaded a picture to a website, instead of
showing the picture, it just shows a red x inside of a
small box. Any ideas as to why the picture won't show up?

Clear the IE cache. I.E./Tools/Options/General/Delete files (and delete
offline content.) It's often recommended that the Temporary Internet Files
(folder) be kept at
40-50 MB. Bigger isn't necessarily better.
If still no joy then have a look at this page for other issues.

wrong format of picture

Ed,

That would be a placeholder icon not a Red-X.

A Red-X represents a file which IE thought it could access,
tried and failed. A common reason for Red-X is HTTP 404
(file not found) and one reason for that (besides a coding error)
might be that a site's servers are not all synchronized, so that some
of them have it but some don't. Other reasons for Red-X seem less
valid and seem to involve some kind of timing factor.

This is a frequently discussed symptom. Do a search on Google Groups
for more examples and some occasional solutions.

Post a link if you want to discuss a particular example.
