Upload Component

Does anyone know of any web hosting companies that support/have an upload
component. I want the user to have the ability to upload a picture through a
form that would then save to a database. I'm having ZERO luck.

all you would need is a host that supports Frontpage 2002 server extensions
AND allows the FP upload component.
they shouldn't be too hard to find.
