UPHCleaner

good mourning
i have a very slow startp and shutdown problem and was advised to download
and run UPHCleaner , well when i try to open it all i get is a blank mos
screen (blk).
are there any otherway i can do what the uphclean does?

thanks for your help , but i think i have messed up. when i right click
uphclean then install , i get " this action is only valid for products that
are currently installed".
what product am i looking for and how do i find it?
