UPHClean v1.6d is installed on my system and download from microsoft.

application is not digitally signed.

Window Defender is not showing any pop-up alert about a potential malware.
it only shows log on event viewer and it seem to happen on restart, log-off,
turn on computer

This event log entry is because this executable is not yet classified.

Since you know what it is, there's no problem.

by default, no user notification is made for this class of objects--you can
turn this on with a checkbox in options.
 
Do I need to be a advanced member of Microsoft Spynet because i have the
default setting which is basic member.
 
I haven't actually tested this, but my ASSumption is that the spynet member
level makes no difference--just the checkbox which is near the bottom of
Tools, General Settings--"Choose when Windows Defender should notify you"
