Yes, that scenario is blocked.
Since the feature set is different between Windows Vista Home Premium and
Windows Vista Business editions, that upgrade is not allowed.
You would lose functionality since the some of the features in Windows
Vista Home Premium are not contained in Windows Vista Business edition,
You would be allowed to upgrade to Windows Vista Ultimate which contains
all the features so not features would be lost during an upgrade.
