If you bought a retail copy of Vista it should have included information on
how to obtain the 64-bit version paying only shipping and handling charges.
Both 32-bit and 64-bit discs are included in retail copies of Vista Ultimate
Edition.
If you bought an OEM version, or got one from your computer manufacturer,
there is no free 64-bit upgrade unless they tell you there is one.
Otherwise you're stuck with what you bought.
And in any case there is no way to actually upgrade any 32-bit version of
Windows to any 64-bit version, never has been. It'll have to be a clean
install.
