upgrading test smartphones to 2003 SE for .NET use?

Hi,

I was given 2 test smartphones. I think they are 1st gen phones. One is a
Voyager an HTC Tanager.

Can they be upgarded to windows mobile 2003 SE so i can develop .net C#
applications for them?

Also, I dont have a test sim card for either one. How can i get a test card
for them?

Can test phones be used as normal cell phones with the correct US service
provider?

If i can't get these upgraded I will just buy a new .net capable phone and
service plan. I will also sell these phones to anyone interested for a
really low price.

You can develop .NET Compact Framework applications with Smartphone 2003
(Doesn't have to be second edition). So your Voyager should be running
Smartphone 2003. As for the older Tanager device, unless your operator
provides an upgrade ROM (which is unlikely) there is no way to upgrade the
phone to a newer OS.

The phones take a SIM card. I have never used these before. Do you know
where I can get a test card or would i have to get a card from an operator
along with a service plan?

Depending on the offering in your service area you might be better off with
a prepaid card. Even after the card exhausted it can still be used to get
rid of the "Insert SIM" prompt. Many prepaid cards can be recharged.
 
You can also borrow a working SIM card from a friend, once you have the
phone booted up put it in flight mode. Then shutdown and remove the SIM
card. You can then power up the device without needing a SIM card.
