Upgrading from XP to 2003

I am trying to upgrade my company to Office 2003 (from
2002)
The problem is: after the upgrade when I try to run
Outlook I cannot open any messages, the error I get
is "Can't open this item out of memory or system
resources." the only thing from Microsoft on this is
Microsoft Knowledge Base Article - 836559 and it does not
pertain to me.
I have uninstalled Office and did a complete install, I
have also tried creating a new profile but still cannot
open any items. the only workaround i have is to run
outlook in safe mode.
This has happened to every machine I've upgraded.
Anyone seen this?
 
Since it works in safe mode it's most likely caused by an add-in. Enable
them one by one to determine the one causing you the issues. Always make
sure all your add-ins are Outlook 2003 compatible.

I can't -- when I go in the normal way I get the same
error when I try to open the add-in manager. If I open
the add-in manager in safe mode everything is already
disabled. How can I access the add-in manager in non-safe
mode?

If you enable the add-ins in safe mode the next time you start Outlook in
normal mode only those add-ins will be loaded.

What would be the best course of action to prevent this
as I roll out the upgrade?

disable all add-ins prior to upgrading?
Should I choose to upgrade or do a complete install?
