upgrading from Win ME to WinXP Home

After upgrading from Win ME, when I setup new users
(limited), the desktop will have all the icons that the
administrator has. If I delete any of these icons, it
deletes them off the administrators desktop also. What
am I doing wrong?
 
Go to C:\Documents and settings and check that each user has a seperate
folder(one name per folder)
