Upgrade Winnt4.0 to Win2K3 with Exchg 2K3 recommendation

Hello All,

What is the best practices to upgrade our Winnt4.0 Server (PDC&BDC) to
Win2K3 servers? I have read MS recommendation white paper; but would like
your recommendation if anyone has a similar situation. I been thinking about
a FULL Clean install for both Servers to Win2K3, and Exchange 2K3 because we
only have 63 Users and 50 Mailboxes. I would also like to have a backup
Server incase the Primary goes offline for maintenance so our local Users
can authenticate.
What would be the best practice for that? A Global Catalog server? And also,
I have a Exchange 5.5 on the Backup Winnt4.0 Server (BDC). What is the best
method or migration tools anyone can recommend? I hear good things about
NetIQ for migrating our users mailbox and distributions list. Or should I do
a clean install for Exchange 2003, because we have only 50 mailboxes and 8
distributions list. Let the Users save their .Pst locally? We are currently
using Outlook 2003 and Outlook 2000. Please recommend. Thank!

Clean Install all the way. NT 4 dosn't support Active Directory, so
any "Migration" will result in a very messy AD structure. Plus the
migration takes a lot longer time.

EXMerge comes on the Exchange Server install CD. Its a very good tool
for migrating mailboxes.
