Upgrade to Windows XP from Windows 98

This computer is a PIII 665mhz with 256MB of ram. This pc
was previously upgraded to Window XP Pro from Windows 98
due to frequent lock-ups that the user was encountering
before I came on board as their IT support. The problem
that the user is encountering is that the computer is
really running slow after the upgrade whether or not if
she has one or two applications running. There are also
times that she wouldn't have anything running and it would
take a while just to open an excel file. She is not
getting any error messages and the computer doesn't hang
up. Please advise
 
I would look at the hard drive first. Is it a low rpm or almost filled. if
no to all above I would try a format to get rid of the old 98 reg. and a
clean install of xp. I have a 700 amd at home with 256 mem and it runs just
fine great speed and multi tasking.
