Upgrade to Outlook 2007

I am currently running outlook 2000 as part of Office 2000 Premium.
Installed Office 2007 Standard which includes the outlook 2007 upgrage, but
it won't install outlook 2007. In setup it shows outlook as "not available".
Any thoughts on the installation?

Uninstall the prior version of Outlook, then click the "Not available" icon
and change it to "Run from My Computer".
 
Uninstalling 2003 did not affect my situation. Still has Not Available and
it can't be changed to anything else.
