It is checking, because Outlook didn't close properly. You probably have
an add-in, portable device or anti-virus scanner that hooks into Outlook
and doesn't manage to end correctly with Outlook 2007 now, and hence
Outlook gets killed by Windows every time you reboot.
Disable any integration of your virus scanner with Outlook and/or email.
That integration doesn't add any security at all, but just costs
performance and can create problems.
Open Outlook via Start, Run, "outlook /safe" directly after a reboot and
before it was ever opened after that reboot. Then close it and go into
Task Manager (right-click Taskbar, select Task Manager), switch to
Processes and look for outlook.exe. See if it disappears within a few
minutes. If it does, then your problem is an add-in.
Reopen Outlook again with "outlook /safe" and disable all add-ins via
Tools, Trust Center, Add-Ins. Close it and open Outlook normally again.
Close Outlook and see if the process outlook.exe disappears. If it does,
open it back up and reactivate one of the add-ins. Then close and watch
the task manager. Repeat this for every single add-in until you find the
one that hangs Outlook. Then make sure to keep that one deactivated.
