Does anyone know whether or not the new IE 7.0, when it comes out, will
support tabs for each site opened rather than having multiple IE's open?

There are many rumours but tabbed browsing seems to be one of the constants:

In the interim you may wish to look at some of the 3rd party options such as
Avant. I've been using it for quite a while and it's very nice:
