In general, with all qualified predecessor systems (W98 is one), people
seem to have better luck doing a clean install than doing an upgrade.
Upgrades can propagate slight errors and corruptions from the old system
into the new W2k, which is extremely sensitive to them, and ultimately
these can require a clean install anyway.
Total effort to achieve a good W2k thus winds up more than an initial
clean install, with hours of frustration thrown in.
