Upgrade from Works 7.0 to Office Professional Edition 2003 - Outlook 2003 PROBLE

I have just upgraded from Works 7 to Office Profossional
Edition 2003. When I first started Outlook 2003, it
reported mscoree.dll missing.
I installed Net Framework 1.1, and restarted the
computer. Outlook 2003 started the first time, but when I
try to restart it, it will not open.
When I try to shut down the computer, I get the following
error: "DDE Server Window - this program does not reply."
I have deselected all Add-In and COM Objects in Outlook
2003. That did not seem to help.
When Outlook 2003 start in SAFETY MODE, it seems to run
okay. Any advise would be much appreciated, while I don't
know what to do next .....
