Upgrade from Win98se to Windows 2000

I have a customer who upgraded from Windows 98 to Windows
2000. When booting up some program loads with a Windows
logo and in the task bar the name SeCurity and then the
System32 folder opens up. Does anyone know what is causing
this to happen. I have to close both the SeCurity program
and the System32 folder and everything works. I looked in
the startup folders and that program is not there.

Please help.
 
Usually a damaged or otherwise corrupt "Run" key value.
