upgrade from 98 to 2000

receive error message winnt 32 This program has preformed an illegal operation and will be shut down.
Have upgraded to windows 98 2nd edition and still will not load with out the error.
What can I do?
 
Put in a different hard drive and load Windows 2000, and then slave the old
drive to copy your data over.
