Your options are to either upgrade Windows 98 to Windows 2000, or do a clean
install of Windows 2000 by choosing to format your drive during the install.
Doing a clean install is always much more preferred and will leave you with
a much more reliable result, but, by formatting your drive, you will delete
everything off that drive. So, if you choose to do a full install, make
sure that you back up all your files and you have all the necessary CDs to
reinstall any software that you have installed in 98 that you'll want again.
It will all be gone.
