upgrade FP98 to Expression Web

Living in France. I work with FP98 on XP (not without regular crashes).
Getting new PC with Vista and probably Office Professionel 2003 (Office 2007
too expensive in Europe, new $923, upgrade $660).
Can I upgrade in this case my FP98 to Expression Web?
 
You "should" be able to upgrade FP 98 to Expression Web as the upgrade
version is supposed to be upgradeable from any previous version of FP.
