Upgrade for retail copies?

I am aware of the Vista upgrade programs for purchasers of OEM copies of
XP (e.g. via Newegg), and for new PCs that are preloaded with XP, but
what about stand-alone retail copies of XP?

For example, last week OfficeMax had a sale on XP Home Upgrade retail
boxed copies for $49. If someone buys one of these (or another retail
copy from possibly another retailer), are they eligible for an upgrade
to Vista? How? From the retailer (no indication of that), or from
Microsoft (which in the past has normally handled upgrades of boxed
retail products directly)?
 
If no coupon, you will be able to buy a retail upgrade version of the Vista
you want, equal or better
 
Of course you can always BUY an upgrade (at the full upgrade price), but
the question is, can you get the free or reduced price upgrade that
purchasers of new machines and OEM copies of XP are getting until March
15th?
 
Ask OfficeMax if you can. If you aren't given a coupon by the seller, no
one here can give you one.
