Upgrade Failure - Assistance needed

I purchased the Windows Anytime Upgrade to go from Windows Vista Home
Premium to Windows Vista Ultimate.
The upgrade fails stating it cannot upgrade some system components and that
I should check the web to see if my machine is compatible. Restart the pc
and re-run setup.
I ran the compatibility before I bought the upgrade, but I did it again and
all of the
indicators show the pc is compatible. I am logged in with Administrator
rights.
I had disabled Aero, so I tried re-enabling before one install attempt -
same result.
I disabled all Symantec services and rebooted and retried the installation.
Do you have any suggestions where I
can look for what is blocking the upgrade?

Uninstall norton altogether, than reinstall later.
Also, disconnect any peripherals , except for mouse and keyboard and monitor.
 
OK - I tried this.
I used the Norton Uninstall tool to completely remove Norton from my
machine.
I removed my printer from the PC - leaving mouse, kbd & display connected.
I rebooted and retried the upgrade. I got the same results. It says it
"unable to upgrade some system components..."
Is there a way to determine what is blocking the upgrade?
After the reboot a dialog pops up that says, "this version of Windows could
not be installed...."
I don't know if this is related, but prior to trying the upgrade, I have
noticed that Windows Explorer frequently stops, looks for a fix and
restarts - killing whatever is open. It always recommends a Hotfix. I have
downloaded, and executed the installer package, but after it completes - it
says "the update does not apply to your system."
This is a Compaq Presario - SR5262NX - 2GB RAM, E2160 Processor, with plenty
of free disk space. The Compaq value added Bells and Whistles are all that
are on the PC. I use Windows XP Pro on a separate computer and wanted to be
sure I was happy with Vista before I move Office and Outlook to this one. I
wanted to upgrade the Windows Vista Home Premium to Ultimate as part of my
"UAT".
If you can help me, I would be very appreciative. I opted for the MS
Anytime Upgrade instead of the HP upgrade to Ultimate, because it was $100
less to do it with Microsoft. Was that a bad decision? :(

Thank you! That was very gracious of you to share what you probably sat on
hold for at least 30 minutes to find out.
I had been advised Norton was blocking my upgrade so I had uninstalled. It
didn't help, so I re-installed Norton before I ran the upgrade.
I used all of the suggestions - the three Windows features changes, and the
two items in msconfig. Left Norton enabled. It ran flawlessly.
