I bought a new Dell with XP. Can I use that XP support disc to upgrade my old Dell 98SE, or do I pay another $99 to buy the XP for the older Dell. I assume my local wired router-based network will set up easier if both are
XP. I just bought a new HP 2175 printer-scanner to simplify the network.
 
No, you cannot use the Dell Windows XP CD to install on a different computer.
You'll need to purchase a "retail upgrade version" of Windows XP in order to
upgrade your older Dell computer.

To access the License Agreement on your XP computer, go to:

Start > Run and type: WINVER , and hit enter.

Then click on "End-User License Agreement".

You can also open XP's "Help and Support" and type: EULA
and hit enter. Click on "Questions and answers about the EULA".

No, of course not.

As it has *always* been with *all* Microsoft operating
systems, it's necessary (to be in compliance with the EULA, if not
technically) to purchase one WinXP license for each computer on which
it is installed. The only way in which WinXP licensing differs from
that of earlier versions of Windows is that Microsoft has finally
added a copy protection and anti-theft mechanism, Product Activation,
to prevent (or at least make more difficult) multiple installations
using a single license

Further, An OEM version must be sold with a piece of hardware
(normally a motherboard or hard drive, if not an entire PC) and is
_permanently_ bound to the first PC on which it's installed. An OEM
license, once installed, is not legally transferable to another
computer under _any_ circumstances. You can remove or replace it, if
you like, but you cannot ever reuse it on a different computer.

Dell employs a type of BIOS-locking on its OEM installation CDs to
help prevent software piracy.
