I had an error code of 3095 Service Control Manager. This computer wasn't
updated in awhile so I updated the system to Service Pack 4 and did security
updates. Then
rebooted. Now I can't login into my Window 2000 server because it says "The
local policy of this system does not permit you to logon interactively". How
can I get in without wiping out the OS and starting over?

Try your backup accounts. Try terminal services.
