Can updating display/video drivers be as simple as just downloading the current driver update for the respective Adapter and then just running the downlaod to update the driver, Or is it alot more complicated than this.

Sometimes (least that's the plan) but often enough it becomes a horror story
instead.

Basically yeah. 8-)

Sometimes they have specific notes on how exactly to update.

All you have to do is download the newest driver and then
install it. thats all you have to do

Not in all cases. Some manufacturers recommend uninstalling the drivers
first. I usually enter Windows XP in Safe Mode so only generic drivers are
in use (no OEM versions) then uninstall and install the new ones. No errors
of files not being removed or replaced properly. It is always best to
follow the manufacturer's instructions, normally listed on the web site in a
readme file or "read this before installing."

Just a little more to it. First download the new drivers. You can put them
on your desk top. Then uninstall the control panel (if you have one for that
driver) then reboot. Next uninstall the current driver, then reboot. After
that reboot you will get a notice that windows has found new drivers. Then
you can install the new ones by clicking on them. After the install, reboot.
Also, it doesn't hurt to set a system restore point PRIOR to doing this.
Also and this is important, disable your anti virus software (if you have
any) before installing the new drivers.

In addition to all above, you may find an uninstall utility on the video
card Mfr's web site. If appropriate, make sure to use it!
It seems like each mfr uses a different install process. Usually, it's best
to revert to the system vga/svga drivers prior to a video card driver
install or update. Uninstalling the video card specific control panel is
good advice in most cases.
The latest and greatest ATI drivers require that you uninstall the previous
drivers and utilities prior to loading the new drivers. All kinds of wierd
behavior can result if you don't.
