updates between calendars

I would like to set up one calendar as a central calendar for organisation
wide events to be posted to, but then have that calendar update the personal
calendars of 70 odd employees.

Is this possible with outlook, or do I need third party software to run over
the top of it?
 
Are you using Exchange server?
