Updates and real microsoft?

Hello.
I am not certain if you can help me.
I have downloaded MS updates for Win2000 OS.
Now, I have a unfamiliar logo. This is a Microsoft flag
over a globe and every time I open/start up my Win2000,
there pops a message that says that there is a new update
for Win2000 that I should download and install.

a) Is there a new update by MS every week for an OS?
b) Is this really a message from MS or some rogue popup?
c) How do I know that this logo is MS?

Another question is on my wife's email. She has been getting
email from "(e-mail address removed)" that repeatedly ask
her to download a link from them to upgrade Internet Explorer
application. Is there a department like this that asks
users to get upgrades for free?

1. You didn't specify where you downloaded those updates from. Did you use windows update feature or did you download all the patches manually off the Microsoft site or ... ?

2. This is a well-known worm/virus spreading via e-mail. It sends messages which should look like windows update message and tries to convince user to run the "patch".
Microsoft NEVER sends patches via e-mails, so delete all messages of this kind.
