User rights are those privileges given to a user directly
(or through group membership more frequently).
They are different from permissions in that the objects
actually have the ACL (access lists, which we call permissions)
while users (security principles) have the rights directly.
Rights include such things as "logon locally", "change system
time", general "account creation of machine OR users" (but not
permissions that let someone do this in a specific OU),
"debug processes."
The key is that rights usually apply to objects that cannot be
(specifically) predicted before the fact or that just don't have
an "object" (technical term in Windows) involved, e.g., system
time could have been an object but it's not so it requires a
right.
