Update/System Recovery/User Accounts help needed

Hi--

I've googled this problem and haven't gotten any answers. Hopefully one of
you geniuses here can help.

I've got an HP pav 753n that came installed with Windows XP. It crashed
earlier today--I was installing a program and the machine just crapped out
and refused to restart. I fixed the problem in the safe mode by deleting the
troublesome program, but now several other programs aren't working.

If I try to access System Restore, Windows Automatic Update, or User
Accounts, all I get are empty white windows.

How can I reinstall these features without going through non destructive
system restore--which I've heard tends to be pretty destructive?
