Open FP
Open Publish
Select the single page (highlight it with a left click)
Right click
Select Publish these files.

Yes it does. As long as you update the page beforw you publish

If the page already existed - there is nothing to update.
If it's a new page - there will not be any links to it until you
publish all pages that do link to it. If you use FP navigation bars,
the whole web must be published to update the navigation on the
server.
