Update.inf. Make sure the cryptographic service is running

ok ive been trying to fix this for about three months.
finall found http://support.microsoft.com/default.aspx?
scid=kb;en-us;281458

checked option 10 its false.
had new certificates installed.

but for the life of me i cant figure out the third option
to fix

"To resolve the problem if the NT5INF.CAT file is damaged
or corrupted, follow these steps:
Use the EXPAND tool to expand NT5INF.CA_ to NT5INF.CAT.
Restart in safe mode, and then replace %SYSTEMROOT%
\system32\CatRoot\{F750E6C3-38EE-11D1-85E5-00C04FC295EE}
\NT5INF.CAT and %SYSTEMROOT%\system32\dllcache\nt5inf.cat
with the expanded file.NOTE: To view %SYSTEMROOT%\system32
\dllcache\nt5inf.cat, in Windows Explorer, on the Tools
menu, click Folder Options, and then click the View tab.
Click to select Show hidden files and folders, and then
click to clear Hide extensions for known file types and
Hide protected operating system files."

1: where do i find NT5INF.ca_ ? it nowhere to be found in
my computer or the 2k disk
2: how do i expand it?
the rest i understand, someone please help bethis problem
is now stopping me from updating directx drivers.
