Update for KB928367 fails

I am trying to update a system running win 2000 pro sp4 with Security Update
for Microsoft .NET Framework, Version 1.0 Service Pack 3 (KB928367).
It says it's done but then after a minute or two the update reappears in the
notification area to do again.
How do I find out if the install worked? I have looked at the
WindowsUpdate.log but it's not clear to me.
If it worked why does it keep trying again?
Any thoughts about what is happening here please?

I get the same thing for KB283366 (.NET 1.1+SP1 security patch) and
KB928365 (.NET 2.0 security patch), which are the applicable variants
for an XP slate PC. Windows Update sometimes tells me it can't install
them, sometimes it says it installed one OK, in either event neither end
up installed and it keeps telling me I have to install them.

I've downloaded the patches manually and tried to install them that way
but they don't work.

I just re-ran the framework setups and after that the updates installed
without a hiss.
