Update.exe App Error with security updates

I'm hoping someone can help with a problem that I am
having with two (2)seperate notebooks running Windows
2000 SP4 and performing Windows Update.

The problem is that whenever I try to download a windows
critical update (usually security updates) the file
downloads fine then when it is trying to install I get
the following error message and it pops up for each
update selected except for a small few:

When I click ok Windows Update indicates that the update
(s) failed to load. Retrying results in the same message.
I can only get the updates to load if I boot the
notebooks in SAFE MODE (with Networking.) I had this
problem before SP4 but was able to install SP4 via SAFE
MODE (with Networking) hoping that SP4 might correct the
problem. I have tried installing the updates by manually
downloading the files and installing them outside of the
windows update site and I get the same results.

Hopefully someone can help me out with this problem.

Hi Steve. Going to http://v4.windowsupdate.microsoft.com/troubleshoot/ may
help and there is an active Microsoft.public.windowsupdate newsgroup. You
also might try disabling statrup programs that show in the lower left hand
corner such as antivirus, chat, filesharing, media, seti, etc that you may
have on your installation before going to Windows Update. --- Steve
