Unwanted "Select Skin File" popup

Recently a "Select Skin File" box has begun appearing every time we open IE,
which is practically every time we turn on our computer. We have no idea
what has caused this and have tried every thing we know to eliminate it with
no success. It is so annoying so if someone can please help it would be
super! We are not very computer savy so try to make any suggestion as easily
understandable as you can. THANKS!
