unwanted non breaking spaces before form fields

How can we disable or fix the problem where FrontPage inserts a non
breaking space before form fields whenever modifying a form page in
FrontPage.

Its not the file because it happens to several forms and only on a couple of
pc's?

Using FP 2003. Usually the forms are database web bot forms if that helps.

This is very frustrating to go through and delete these spaces every time we
change a page.

Use Find and Replace but put some thought into using it to replace the
  HTML character entity with white space as there may be uses of the
entity in your document you want to keep.

Unfortunately not
- it is a known bug in FP 2003

I remove them in code view and save the page in code view
